§ 86-67. Board consideration of applications for new or relocating business, expansion of existing business, or speculative construction.

  • In making its determination as to whether to grant an application for funds from the economic development fund for a new or relocating business in the county, expansion of an existing business in the county, or speculative construction in the county, and, if granted, the amount, and any conditions related to the grant, the board shall consider the following factors as they apply to the application:

    (1)

    Whether the application relates to a new or relocating business, expansion of an existing business, or speculative construction.

    (2)

    Whether the applicant has a physical address located in the county.

    (3)

    Whether the applicant has paid all ad valorem real property taxes and all other taxes, assessments, fees, or other amounts due to the county in full for years prior to the application.

    (4)

    Whether the application is for a business in a qualified targeted industry, as may be identified from time to time by resolution adopted by the board.

    (5)

    If an application is related to a new or relocating business or expansion of an existing business, the total number of net new jobs to be created in the county by the applicant and, if applicable, the percentage of current jobs that will be retained.

    (6)

    If an application is related to a new or relocating business, the percentage of any new jobs created that will be filled by county residents.

    (7)

    If an application is related to a new or relocating business, the average wage of employees of the business located in the county, and the average wage of the new jobs to be created.

    (8)

    If an application is related to speculative construction, whether the proposed building can be expanded to accommodate future growth, and length of time of current ownership of land on which construction is to occur.

    (9)

    If an application is related to a new or relocating business or expansion of an existing business, whether the business offers technology or products/services that are currently unavailable in the county.

    (10)

    Whether any expansion, improvements or new construction will use eco-friendly concepts, materials, or features, and, if applicable, whether steps will be taken to prevent pollution, reduce waste, protect springs or water quality or promote any related best management practices.

    In addition to the above factors, the board may consider any other activity or factor that promotes the sustainability of economic development and job creation within the county.
