§ 66-1. Street naming and building numbering system.

  • (a)

    There is adopted for the numbering, naming and designation of streets, alleys, and public ways in the county the system known as the quadrant system whereby the county is divided into four sections designated as northeast, northwest, southeast and southwest.

    (b)

    The county administrator shall prepare a plan for implementation of the quadrant system for the existing roads, buildings, and structures throughout the county. The plan shall identify the subdivisions and streets, if any, which are easily susceptible to being converted to a quadrant numbering system. The plan shall be presented to the board of county commissioners for approval or modification by April 1, 1994. Once approved, the plan shall be implemented by the county administrator. The plan shall make provision for redesignation of streets, roads, terraces, etc., in an orderly fashion, and for preparation of maps showing the correct street numbers and designations.

    (c)

    After October 1, 1993, all new subdivisions and new streets shall bear a numbering and designation in accordance with the quadrant system.

    (d)

    The owner or occupant of any building or structure, residential or commercial, designated and assigned a number under the quadrant system shall affix such number or numbers in a conspicuous place above, on or at the side of such building or structure, or to a permanent fixture located in the front yard of the property on which the building or structure is located. Whenever any building or structure is situated more than 50 feet from the street line, the number shall be affixed to a permanent fixture located near the front walk, driveway, or common entrance to such building or structure.

    (e)

    Whenever any building or structure shall be erected or located in the county, it shall be the duty of the owner, or the contractor on behalf of the owner, to procure the correct number designated and assigned to the building or structure under the quadrant system, and to affix the number in the manner provided in subsection (d) of this section. A certificate of occupancy shall not be issued by the building official until the number is affixed as provided by this section.

    (f)

    The number required to be affixed as provided by subsections (d) and (e) of this section shall be not less than three inches in height, shall be of a color that contrasts with the color part of the building or structure or other fixture to which the number is affixed, and shall be located in a position to be easily discernible from the street fronting the building or structure. Once the number is affixed as provided in this section, it shall be the duty of the owner or occupant of any building or structure to replace the number if the number is removed for any reason.
