No person, shall strip, excavate or otherwise remove top soil, shale or gravel for
sale, or for use other than on the premises from which such top soil, shale or gravel
shall be taken except in connection with the construction or alteration of a building
on such premises and excavation or grading incidental thereto, except as permitted
in the A/RR and I zones and division 4 of this article.
