The provisions of this article shall apply to all persons in the unincorporated portion
of the county using any water resource for lawn irrigation, landscape irrigation,
and related outdoor water uses, such as but not limited to car washing, within the
geographical areas determined by the applicable district, whether from public or privately
owned water utility systems, private wells, or private connections with surface water
bodies. This article shall not apply to persons using saltwater.
