§ 2-209. Award and contract provisions.
(a)
In all cases of procurements presented to the board, whether by bids, sealed proposals, competitive negotiations or otherwise, the board reserves the right to reject any and all bids, sealed proposals or negotiations, and cancel the applicable procurement process as the board deems in the best interest of the county.
(b)
In all procurements in which there is a requirement for an insurance or surety bond, the contractor shall meet such insurance requirements or bond requirements in the form and amount acceptable to the county, prior to the effective date of the applicable contract, or sooner if so stated in the procurement specifications.
(c)
All procurement contracts are deemed to include the applicable provisions of this article and laws pertaining to county government and county government procurements, regardless of whether such provisions or laws are referred to in the procurement contract.
(d)
All procurement contracts shall be deemed to include a provision that payments by the county will be made in accordance with the applicable provisions of F.S. §§ 218.70—218.79, the Local Government Prompt Payment Act, and with the county's established procedures for payments following receipt of invoice.
