§ 2-192. Purpose.

The purposes and intent of this article are:

(1)

To clarify the law and establish policies for the county's procurement system.

(2)

To provide for the fair, equitable, and uniform treatment of all persons who deal with the procurement system of the county.

(3)

To foster effective broad-based competition within the free enterprise system in procurement activities.

(4)

To obtain goods and services of satisfactory quality and quantity at reasonable cost to the county.

(5)

To permit the continued development of procurement policies and practices for the county.
